Well the "rule by fear" thing worked in my opinion. It kept the rest of the galaxy in line except for those stinkin' rebels.

Fear, yes I'm sure. But I don't think it was any more scary than the republic with its petty tyrants with a patchwork of confusing laws. Law was probably more uniform. It was said in the movie "The Patriot" with Mel Gibson. "It is better to have one dictator 3000 miles away than 3000 dictators one mile away."

I think he scared pretty well everyone. Even the people who were fighting him were scared. Which makes me wonder how they won.
